Illinois Gov. Pat Quinn is attempting to eliminate a controversial scholarship program that allows Illinois legislators to award tuition grants to members of their districts. In the past, the scholarship has been awarded to lawmakers’ family members. Legislation that would curb this abuse passed the state House of Representatives, but Quinn used special amendatory veto power to change the legislation and eliminate the scholarship entirely. But House Speaker Michael Madigan said that by changing the bill so fundamentally, Quinn exceeded his constitutional authority.
